HA NOI — Pianists from Japan and South Korean were winners in the nation's first international piano contest, which concluded in the capital on Sunday.
Kuroki Yukine won the 10-13 years section and Kim Kyung-hoon won the 18-25 years section. No first prize was awarded in the 14-17 years group.
Yukine also won the Best Chopin Player prize.
Second equal in the 10-13 years age group were Do Hoang Linh Chi (Viet Nam) and Vu Duc Manh Vincent (Canada); third was Ngo Phuong Vi from Viet Nam.
Second equal in the 14-17 years group were Tran Viet Bao (Viet Nam), Luu Duc Anh (Viet Nam) and Montesclaros Ma Regina (the Philippines); third was Nguyen Le Binh Anh (Viet Nam).
Second equal in the 18-25 years group was Chung Da-hyun (South Korea); next were Luu Hong Quang (Viet Nam) and Shih Wei Chen (Taiwan).
The Chopin Nocturne winner was Tran Viet Bao (Viet Nam); Most Promising Player was Bui Khanh Linh (Viet Nam) from the 10-13 age group; music of the 20th Century was won by Kim Kyung-hoon (South Korea).
Organising board member Ta Quang Dong said most Vietnamese contestants showed their lack of international competition experience compared to many of the foreigners.
Jury chairwoman Tran Thu Ha said the competition was a chance to expose local talent and give them international competition experience, which might otherwise be beyond their families' budgets.
Musician Nguyen Thien Dao said, "I think this is an encouraging result for our first international piano competition, to gather 63 contestants from 10 countries and territories. After attending some of their performances, I believe in the young generation of Vietnamese pianists. They possess very good capabilities."
Competition president and art director People's Artist Dang Thai Son said such events gave music students the chance to compare and gain inspiration.
"Many domestic and overseas individuals and organisations have shown their willingness to support more competitions in Viet Nam. The important thing is to maintain this competition and develop it."
The biennial competition was sponsored by Techcombank and Viet Nam Airlines.
Contestants in the youngest age group who made it to the final round had to play a piece by Chopin, followed by the first, second and third movements of sonatas by either Mozart, Haydn, or Kuhlau.
Pianists in the 14-17 years group played two 20-minute pieces by Chopin in addition to one work by a romantic or 20th century composer, while the oldest contestants had to play Chopin's Concerto No 1 or No 2 with Polish conductor Jacek Rogala and the Ha Noi Philharmonic Orchestra.
The jury included Michel Bourdoncle (France), Hae Won-chang (South Korea), Teruko Hakuta (Japan), Kyunghee Lee (Australia), Ruvim Ostrovsky (Russia) and Snezana Panovska (Macedonia/Malaysia). — VNS

HA NOI — A recent Prime Ministerial Decision has asked the Ha Noi People's Committee to compile a comprehensive proposal on water drainage planning until 2030 with a vision towards 2050.
The full-scale planning would be conducted on the capital's entire footprint, including new districts that were incorporated in 2008. Experts have been asked to design a water drainage system that would function over the -3,350-sq.m area, home to about 6 million residents.
Planning for the water drainage system would have to comply with the city's master plan, the decision said.
City planners were asked to carry out a comprehensive study on the existing drainage system and to incorporate computer weather models into their analysis to offer a comprehensive solution for drainage management in the city.
One component of the planning would focus on rainwater drainage with the aim of mitigate flooding in central areas of Ha Noi and gradually preventing any floods due to heavy rainfall.
Bui Huu Doan, deputy head of the Ministry of Construction's Technical Infrastructure Department, said the existing drainage situation in Ha Noi was defective and inadequate, a fact that was acutely evident during periods of heavy rainfall.
Deputy General Director Nguyen Xuan Dieu of the Ministry of Agriculture and Rural Development's Irrigation Department said that in addition to the low capacity of pumping stations, another problem was the collection of stagnant water that could not flow into lakes or rivers due to blocked outlets.
Last July, a three-hour downpour dumped 130mm of rain and flooded many areas of the city, which clearly demonstrated the low capacity of the city's water drainage system.
However, the situation was far better than the flooding in early November 2008 when all city streets were submerged in water due to the record 500mm downpour in the urban area.
Doan said most projects were focused on renovating the existing system rather than creating an entirely new one.
The existing system didn't separate rainwater runoff and sewage. Nor did the designers of the old system take into account the maximum rainfall or drainage pressure, he said.
The committee must finish its tasks by June. — VNS

WASHINGTON - Jerry Brown, the once and perhaps future California governor, apologized Monday for mocking Bill Clinton over the Monica Lewinsky scandal.
It started when Republican candidate Meg Whitman yanked Brown's chain with a TV ad dredging up a 1992 New Hampshire primary debate in which Clinton charged that Brown raised taxes.
At a campaign stop Sunday, Brown said Whitman's "even got Bill Clinton lying about me. Clinton's a nice guy, but whoever said he always told the truth?"
He continued, alluding to Clinton's affair: "I mean you remember, right? There's that whole story there about did he or didn't he?"
In a mea culpa, Brown told reporters, "Bill Clinton was an excellent President. ... It was wrong for me to joke about an incident from many years ago, and I'm sorry."

President and Nobel Prize winner Barack Obama is now adding another accomplishment to his resume: children's book author.
Obama, who became a millionaire from the two books he published prior to taking office, will expand his audience to younger readers this fall with the release of a picture book.
"Of thee I sing: A Letter to My Daughters," is due on shelves Nov. 16, two weeks after the midterm elections.
The book pays "tribute to 13 groundbreaking Americans and the ideals that have shaped our nation" including Georgia O'Keefe, Jackie Robinson and George Washington, according to a statement released by publisher Random House.
"President Obama sees the traits of these heroes within his children, and within all of America's children," the statement continues.
The 40-page book, billed for readers age 3 and up, is illustrated by Loren Long, who also created the art for "The Little Engine That Could" and Madonna's "Mr. Peabody's Apples."
The cover features a drawing of Obama's daughters, walking First Dog Bo across a grassy lawn.
"It is an honor to publish this extraordinary book, which is an inspiring marriage of words and images, history and story," Random House publisher Chip Gibson said in a statement on Monday. "'Of Thee I Sing: A Letter to My Daughters' celebrates the characteristics that unite all Americans — the potential to pursue our dreams and forge our own paths."
Obama actually wrote the book before he became President.
His previous two books, "Dreams from My Father" and "The Audacity of Hope," were both chart-toppers on The New York Times bestseller list.
According to tax filings reviewed by The Associated Press and the Washington Post, Obama has earned roughly $12.6 million in royalties from the books since 2007.
He made approximately $4 million in 2007, the year he kicked off his presidential campaign; $2.6 million in 2008; and his 2009 his tax return reflected nearly $5.5 million from the combined royalties of the books – not to mention a $500,000 advance he earned in 2008 for agreeing to write an abridged version of "Dreams from My Father."
But Obama won’t be making a mint from his latest foray into the book world.
Any proceeds from "Of Thee I Sing" will be donated to "a scholarship fund for the children of fallen and disabled soldiers serving our nation," Random House said in a statement.
"Of Thee I Sing" is part of a $1.9 million, three-book deal with Random House reached in 2004, according to AP, which obtained a disclosure report filed in 2005. The other two books in the deal were slated to be nonfiction, which included "The Audacity of Hope," published in 2006.
Obama is not the first President to write a children's book.
Jimmy Carter published "The Little Snoogle-Fleejer" in 1995, according to the AP, more than 10 years after leaving office.
Before becoming President, Theodore Roosevelt collaborated on "Hero Tales from American History," released in 1895.

In the morning of August 13 2009 in Ha Noi, a meeting of releasing the preliminary results of 2009 Population & Housing Census was chaired by Mr. Nguyễn Sinh Hùng, Politburo Member, Standing Deputy Prime Minister, President of the Central Steering Committee on 2009 Population & Housing Census. Attended were representatives from related agencies, international organizations, press agencies and 63 television bridgeheads of 63 provinces and cities.

On behalf of the Central Steering Committee, Mr. Nguyen Duc Hoa, Deputy Minister of the Planning and Investment Ministry, Director-General of the General Statistics Office (GSO), and Vice President of the Central Steering Committee made a report on the organization, guiding and execution of  the Census according to the Decision No.94/2008/QĐ-TTg dated10/7/2008, referring to following fields: (1) generalization of the process of carrying out of the census from  the preparatory stage to present; (2) the work plan from now on to finishing the Census and (3) recommendations.

Mr. DoThuc, GSO Deputy Director-General, Standing Member of the Central Steering Committee made a report of the Census’s preliminary results with essential characteristics:

- By 00:00 April 1, 2009, Vietnam had 85,789,573 million people, of which 25,374,262 persons were residing in urban areas, accounting for 29.6% of the total; and 43,307,024 were women, with a sex-ratio of 98.1 men per 100 women.

- By April 1, 2009, Vietnam’s population increased by 9.47 million, at an annual population growth rate of 1.2 percent in mid period of two censuses of 1999 and 2009, decreasing fast as compared to period 1989-1999.

- This rate was different among provinces, especially for regions with high economic growth.

The representative of the United Nations Fund for Population Activities (UNFPA) in Vietnam highly appreciated the outputs of the census, and at the same time hoped the Census results would be further exploited with an in-depth analysis, which would be received positive supports from UNFPA.

According to the schedule, after the preliminary results report, the sampling census results will be released at end of 12/2009 and the complete census results at end of 9/2010. Additional to analytic reports, there will be monographs analyzing and forecasting population for the next ten years. The census results will be published in printed and materials, CDs, and other forms and posted in GSO’s Website./.

Vietnam always attaches importance to promoting exchanges and cooperation with China’s Guangxi province, contributing to unceasingly strengthening the time-honoured friendship and comprehensive cooperation between the two countries.

National Assembly Chairman Nguyen Phu Trong made this statement while receiving in Hanoi on September 10 Ma Biao, Governor of Guangxi Zhuang Autonomous Region, who is in Vietnam to attend the third conference of the joint working committee between Guangxi and Vietnam’s border provinces of Lang Son, Cao Bang, Ha Giang and Quang Ninh.
Chairman Trong welcomed the outcomes of the Sept. 9-14 conference during which the two sides discussed and reached consensus on various forms of activities to enhance multifaceted cooperation and keep the common borderline peaceful and stable for development.
He praised the current visit to Vietnam by Governor Ma Biao, saying that it takes place at the time when the two countries organise activities to mark the 60th anniversary of diplomatic ties.
He said he believed that the visit would increase cooperation between Guangxi and Vietnamese localities, contributing to the common development of the comprehensive strategic cooperation partnership between the two countries.
The NA Chairman congratulated achievements recorded by the people in Guangxi province in particular and the people in the whole country in general in recent years. From a poor province, Guangxi has developed rapidly, achieving 113 billion USD in GDP and registering per-capita income of 2,200 USD in 2009.
With developments in the Vietnam-China comprehensive strategic cooperation partnership, the multifaceted cooperation between Vietnam and Guangxi saw significant growth. Trade between the two sides reached nearly 4 billion USD, accounting for one-fifth of the two countries’ total bilateral trade, he said.
For his part, Governor Ma Biao affirmed his province always attaches importance to developing economic cooperation and trade with ASEAN, including Vietnam, and proposed to accelerate development of the Nanning-Hanoi economic corridor, build infrastructure, facilitate exchanges and cooperation between Guangxi and Vietnam’s border provinces.
He also expressed his wish to further enhance exchanges between the Guangxi People’s Congress and the Vietnamese National Assembly./.
